Intended Effect of the Proposal
The proposal is meant to offset the effects of the redistricting effort led by Texas Republicans at the urging of President Trump. In the 2024 Congress election, Texas Republicans won 25 out of Texas' 38 congressional seats. After redistricting, they hope to gain five additional seats, for a total of 30.
California Democrats won 40 of California's 52 seats in 2024. The proposal is designed to net them 45 seats in 2026.

The path to placing Proposition 50 on the ballot was paved by three key pieces of legislation passed by the California State Legislature. The first, Assembly Constitutional Amendment 8 (ACA-8), serves as the legal foundation for the proposition, proposing the amendment to the state constitution that would temporarily suspend the authority of the Citizens Redistricting Commission for congressional districts. The second, Senate Bill 280 (SB 280), established the special election itself and the procedures for it to be held. Finally, Assembly Bill 604 (AB-604) contains the specific new congressional district maps that would be implemented if voters approve Proposition 50. Together, these three bills represent a concerted effort by the state legislature to address what they perceive as a threat to fair representation stemming from redistricting actions in other states.
